The Electoral Register

The electoral register is the list of persons entitled to vote at elections to the Network Assembly. It is maintained by the Elections Commission of the Velocity Interoperability Network and published in twelve parts, one for each constituency. Only electors whose names appear on the register in force on polling day may vote.

The provisional register published on 6 September 2026 records 37,095 electors: 26,340 citizens of the Network and 10,755 accredited staff of member organisations. It was compiled during the transition period from citizenship records and from the accreditation returns of member organisations. Because it was compiled from records rather than from applications, electors are asked to inspect it and to report any error.

Who is entitled to be registered. Entitlement is determined on the position at polling day.

Citizens of the Network

Every citizen of the Velocity Interoperability Network who will be aged 18 or over on polling day is entitled to be registered. Citizens are registered in the constituency containing the site at which they are recorded as resident or, where they are not resident at a site, the site at which they work.

Accredited staff of member organisations

Staff of member organisations are entitled to be registered if, on polling day, they will have been continuously accredited to the Network for twelve months and have declared a Network site as their principal place of work. They are registered in the constituency containing that site.

One entry for each elector

An elector may be registered in one constituency only. A person who qualifies both as a citizen and as accredited staff is registered once, as a citizen. Electors who move between sites should ask the Commission to transfer their entry; the transfer takes effect at the next register update.

Who is not entitled

Persons under 18 on polling day, visitors to the Network, staff accredited for less than twelve months, and any person disqualified by order of the Network's courts following conviction for an electoral offence are not entitled to be registered.

Registering, correcting or transferring an entry. The steps below apply to every application. No fee is charged.

   Step 1: Inspect the provisional register

   The provisional register is open for inspection at the office of the returning officer in each constituency from Monday 7 September 2026. Check that your name, constituency and elector category are recorded correctly.

   Step 2: Write to the Commission

   To register, or to correct or transfer an entry, send your full name, date of birth, Network identity credential number, the site at which you are resident or work, and whether you apply as a citizen or as accredited staff. Applications from staff are checked against the accreditation returns of their organisation.

   Step 3: Receive confirmation

   The Commission confirms every application by email, normally within five working days, stating the constituency in which you are registered and your elector number. If an application cannot be accepted, the reason is given and you may supply further evidence.

   Step 4: Check the published register

   New and corrected entries appear in the next published register. The register used at the first general election closes at 23:59 on Friday 13 November 2026 and is published on Monday 16 November, when poll cards are sent.

Register updates. The register is republished after each closing date below. Applications received after a closing date are held for the following update.

Inspection and use of the register. The full register may be inspected at the office of the returning officer in each constituency, but may not be copied. Candidates, lists and their agents receive a copy of the register for their constituency for the purpose of the election only and must destroy it once the result is declared. The Commission does not sell or otherwise release the register, and publishes only aggregate figures, which are set out on the Statistics page.
