About the Commission
The Elections Commission of the Velocity Interoperability Network is the independent authority responsible for the conduct of elections to the Network Assembly. It maintains the electoral register, determines the constituencies from which members are returned, administers nominations and polling, declares and publishes results, and reports on the register and on every election it conducts.
The Commission was established on 6 September 2026. Its first task is the first general election to the Network Assembly, to be held on Thursday 3 December 2026, at which twenty members will be elected: one from each of the twelve constituencies and eight from Network lists. Responsibilities. The Commission's work falls into six areas.
- The electoral register
- Compiling, maintaining and publishing the register of electors entitled to vote at elections to the Network Assembly, and deciding applications to register, correct or transfer an entry.
- Constituencies
- Determining the constituencies from which members are returned, reviewing their boundaries after each general election and recommending changes to the Assembly.
- Nominations and candidates
- Issuing nomination papers, deciding the validity of nominations, publishing the statement of persons nominated and issuing guidance to candidates, lists and agents.
- The conduct of the poll
- Fixing the election timetable, appointing returning officers and polling staff, providing polling stations and administering postal and proxy voting.
- Results
- Supervising the count, declaring constituency results and the allocation of Network seats, publishing full results and returning the names of members elected.
- Statistics and reporting
- Publishing statistics on the register with each update, and a full report on every election, including turnout, rejected papers, campaign expenses and cost.
Independence. The Commission is not part of any department of the Network and is not directed by the Assembly in the conduct of elections. Commissioners hold office for a fixed term of six years, may be removed only by resolution of the Assembly on the ground of misconduct or incapacity, and may not be members of the Assembly, candidates or officers of any body that nominates candidates. Returning officers and the staff of the secretariat are subject to the same restriction for as long as they hold office.
Structure. The Commission consists of the Chief Electoral Commissioner and two Commissioners, supported by a secretariat and by the returning officers it appoints. The table below records the establishment at 6 September 2026.

Accountability. The Commission reports to the Assembly after every election and publishes its report. Its accounts are audited by the Audit Office of the Network. Decisions of returning officers on the validity of nominations, and results declared by the Commission, may be challenged by petition to the Network's courts within fourteen days of the publication of results.
