Constituencies

Members of the Network Assembly are returned from twelve constituencies, each of which elects one member, and from Network lists, which return eight members in proportion to the Network votes cast across all twelve constituencies. The constituencies were confirmed by the Elections Commission of the Velocity Interoperability Network on 6 September 2026 for the first general election.

Each constituency is drawn around a principal site of the Network and takes in the relay stations, depots and other premises served from that site. Electors are registered in the constituency containing the site at which they are resident or, for accredited staff, the site they have declared as their principal place of work. The Northern Relays constituency groups the relay stations of the northern circuit, none of which is large enough to form a constituency alone.

The constituency register. The register below records the position on the provisional electoral register of 6 September 2026. Electorates will be revised when the register used at the election is published on 16 November. The polling stations in each constituency are determined by the returning officer; every elector is told the station at which they are to vote on their poll card.

Electoral quota and permitted range. The electoral quota is the total electorate divided by the number of constituencies: 37,095 divided by twelve, or 3,091. Constituencies are intended to have electorates within 20 per cent of the quota, that is between 2,473 and 3,709 electors. Three constituencies lie outside that range at establishment. They are retained for the first general election under the transitional arrangements, because the Commission judged that redrawing them before the first election would leave electors uncertain of their constituency for most of the campaign.

The boundary review. The Commission is required to begin a review of constituency boundaries within twelve months of the first general election and to complete it before the second. The review will consider first the three constituencies outside the permitted range, and may propose the division of Central Exchange, the transfer of relay stations between Southbank and neighbouring constituencies, and the enlargement of Northern Relays. Proposals will be published for comment before they are confirmed, and electors, candidates and member organisations may make representations. The number of constituencies may not be changed by the Commission alone; it is fixed by the Assembly.

Returning officers. Each constituency has a returning officer appointed by the Commission, who is responsible for the conduct of the poll and the count in that constituency, for the nomination of candidates and for the declaration of the constituency result. Returning officers are officers of the Commission and may not be candidates, agents or members of any body that nominates candidates.
